The explosion was caused by a bomb hidden in a scooter and detonated remotely.
Ukrainian security sources claim the Security Service of Ukraine (SBU) was responsible for the operation, NBC News reports.
Dmitry Medvedev, Russia’s deputy chairman of the Security Council, vowed revenge, stating Ukraine’s senior military-political leadership will face inevitable retribution.
