The Trump administration’s move to declare the Houthi rebels once again a Foreign Terrorist Organization (FTO) marks a return to strong U.S. foreign policy and puts a stop to the previous administration’s leniency.

This move not only reverses their prior delisting under Biden but signals a tough stance against entities threatening U.S. interests.

The Houthis, initially designated as an FTO by Trump in January 2021, experienced a reversal under Biden for humanitarian reasons.

This reversal was followed by increased Houthi aggression, including attacks on U.S. Navy warships and commercial vessels, the White House announced.

Secretary of State Marco Rubio is tasked with reporting on the Houthis’ designation within 30 days and taking necessary actions within 15 days thereafter.

USAID is instructed to cut ties with entities financially supporting the Houthis, ensuring their funding networks are dismantled.

The Executive Order emphasizes a comprehensive review of U.S. affiliations with Yemeni projects, partners, and contractors, focusing on eliminating the resources that bolster the Houthis’ operational capacity.

“This order sets in motion a process by which Ansar Allah, also known as the Houthis, shall be considered for designation as a Foreign Terrorist Organization,” the order reads.

Rubio’s support for the FTO designation is anticipated to align with broader legislative efforts advocating for the designation’s reinstatement.

A group of Republican senators, backed by a bipartisan faction, has proposed legislation endorsing this shift, highlighting bipartisan acknowledgment of the threat posed by the Houthis.

Trump’s administration aims to collaborate with regional partners, depriving the Houthis of their offensive capabilities and restoring maritime security in the Red Sea.

The harsher FTO designation criminalizes any support and prohibits group members from entering the U.S., aiming to cut off the Houthis’ access to international aid and resources.
