Former Department of Homeland Security Secretary Kristi Noem says intelligence and partner nations have described what looks like a corporate-style pipeline for Chinese nationals headed to the United States.[11]

She told Fox Business that Latin and South American countries reported “Chinese operations” where people fly in, are handed specific documents and backpacks, then put on buses that run straight to the U.S. southern border.[11] She described the arrivals as mostly young adults, many men, all with a similar profile and pattern.[11]

Noem claims these networks are tied to Chinese businesses linked to the Chinese Communist Party, and that they are working with drug cartels to move people and illegal products into the United States.[11]

She stopped short of saying she has proof the Chinese government itself runs the pipeline, but argued that companies and operatives “tied to the CCP” appear to be deeply involved.[11] In other interviews, she has framed this as part of a long-term strategy by Beijing to weaken and “change our country” from within.[2]

Border Reality: Chinese Crossings Are Surging Through Weak Spots

While officials still debate who is directing these routes, the surge of Chinese illegal crossings is no longer in question.

The Migration Policy Institute reports that encounters of Chinese nationals at the U.S.–Mexico border jumped from about 2,200 in 2022 to 24,300 in 2023 and 38,200 in 2024, making them one of the fastest-growing groups of illegal entrants.[20] Many are using multi-country journeys through Latin America and then walking through known gaps in the border wall.[21]

Reporters and researchers have found that many migrants follow step‑by‑step guides on the Chinese version of TikTok and similar apps.[23] These videos tell viewers how to buy tickets to Latin America, where to meet drivers, how much to pay for a ride to a border gap, and even how to present themselves to U.S. agents to claim asylum.[19]

Some travelers also pay traditional smugglers, often called “snakeheads,” who arrange flights, forged documents, and ground transport.[20] This mix of online coaching and paid guides can look very organized, even without direct proof of central control by Beijing.

China’s Broader Play: Influence, Covert Operations, and Long-Term Strategy

Noem’s claim lands in a context where China’s government is already known to use complex, covert networks to reach into American life.[11] Freedom House research calls China’s campaign of cross-border intimidation and pressure “the most sophisticated, global, and comprehensive” system of transnational repression in the world.[17]

A Marine Corps University study explains how Beijing uses information warfare, economic leverage, and legal games to weaken Western societies without open conflict.[13] U.S. intelligence has warned that Beijing exploits state and local ties, business deals, and front groups to bend policy in its favor.[5]

Recent government and think tank reports describe Chinese state-linked actors funding propaganda, running fake social media accounts, and even using artificial intelligence “news anchors” to stir division in the United States on issues like drugs, immigration, and abortion.[3][4] These efforts often run through private companies and cutouts, which makes it hard to trace lines back to official agencies.[4]

That same model — state goals carried out by “private” firms and gray-market brokers — is exactly what many experts now watch for in cyber attacks, intellectual property theft, and influence campaigns.[4][6] Noem is effectively arguing that illegal migration has become one more front in this shadow war.

Open Questions: Evidence Gaps, Security Risks, and What Comes Next

So far, there is no public court case or declassified file that confirms a Chinese government–run “travel agency” pipeline complete with state-supplied backpacks and buses.[11]

Noem herself has said she does not yet have official proof linking the network directly to Beijing, only to Chinese businesses and individuals with Chinese Communist Party ties.[11] China’s government has not issued a detailed denial of her specific claims about documents, backpacks, and buses, so the direct state-orchestration piece remains unproven in the open record.[11]

The bottom line is still serious. There is a dramatic spike in Chinese illegal crossings, heavy use of social media and smugglers, and a track record of hostile Chinese influence operations aimed straight at America’s social fabric.[20][23][17] That reality makes a lax border more than a budget issue; it becomes a national security risk.

A weak system invites foreign networks, whether cartel, corporate, or state-backed, to test our defenses and exploit our laws. In this moment, defending the border is not just about stopping illegal immigration — it is about closing one more door that our biggest adversary could use to reshape our country over time.
