Seven others sustained injuries, including one male in life-threatening condition and six individuals with non-life-threatening wounds. Shockoe Bottom has become a persistent violence hotspot where dense concentrations of bars and clubs attract large weekend crowds, many illegally armed. Police and business owners report hundreds of guns stolen annually from vehicles in the neighborhood and adjacent Shockoe Slip. Street altercations frequently escalate into shootings, often filmed and shared online by spectators.

RPD initiated Operation Safe Summer in 2023, surging officers to hotspots during warmer months, yet violence persists. Last year, authorities explored designating Shockoe Bottom an entertainment district to legally restrict firearms, highlighting how soft-on-crime policies force creative workarounds rather than enforcing existing laws against criminal gun possession.

Officials Call for Justice Amid Investigation

Mayor Danny Avula condemned the shooting as “absolutely heartbreaking” and “unacceptable,” declaring, “this is not what our city deserves” while calling for justice. Chief Edwards urged witnesses to submit videos to Crime Stoppers at (804) 780-1000, emphasizing that investigators are working “around the clock” to identify shooters.
